Stimulus Funding
On February 17th, the President signed the American Recovery and Reinvestment Act of 2009. The legislation includes approximately $10 billion in funding for the National Institutes of Health
for use in 2009 and 2010. Out of the $10 billion, the National Cancer Institute will receive approximately $1.2 billion. NCI is in the process of developing a spending plan for the new funds on an accelerated schedule. Awards made with stimulus funds will be for two years.
FY09 Omnibus Appropriations
Last year Congress adjourned without having completed 10 of the 12 appropriations bills and they were passed by continuing resolution in an omnibus bill set to expire in March.
The final version of the FY09 omnibus bill was announced yesterday and will be voted on in the House today. Within Labor, Health and Human Services there were some increases over FY08 funding levels in NIH and NCI as follows;
National Institutes of Health - $30.317 billion, an increase of $937.5 million
National Cancer Institute - $4.968 billion, an increase of $167 million
None of the funding provided through the economic stimulus legislation is included and the $10 billion for NIH included in the stimulus legislation will not be built into the baseline for future appropriations.
